Good or bad for finances of the people in San Francisco - You decide

In San Francisco, they are moving towards a zero waste policy with their trash. Everything is mandatory to be recycled. The drawback is that everyone in the city is paying $28, or so, dollars more a month for these trashcans and recycling bins. They do this  on top of their regular taxes, and are paying for only 12 acres of land with 128 employees for the recycling facility. I don't know if any other city, or state, will ever take this on, because of the higher rate for such a small operation. Right now "Recology," the company that is doing this operation, is stating that 80% of the trash in San Francisco is being turned into compost, recycled plastics, metals, and other forms of materials. Of course, there are skeptics and name calling, but the mayor says that it is truly happening, and not some made up number of 80% recycled. There are private auditors and inspectors. I would stand by the mayors words that they are truly recycling that much. I think that it is a good idea, but the price might be too much for most cities. There might be upcoming competition to Recology's abilities. That would bring prices down for sure.
